U.S. TSCA Chemical Regulatory Services – Chemical Data Reporting (CDR)

The Toxic Substances Control Act Chemical Data Reporting rule (TSCA CDR) is an initiative put forward by the U.S. EPA to collect data on substances in commerce in quantities above a defined threshold in the United States over a certain time period. A call for information is sent out every 4 years (2016, 2020, 2024, etc.) requesting basic screening-level, exposure-related chemical data from manufacturers (including importers) on the chemicals they produce domestically or import. EPA uses the data to support environmental and human health screening, assessment, priority setting and risk management activities and makes the non-confidential business information it receives available to the public.

The rule has not changed in 2024, except that certain codes that were optional in 2020 are now considered mandatory. Protecting Confidential Business Information (CBI) is of upmost importance. The EPA's goal is to provide the public with more information on chemicals in commerce, thus scrutiny of the CBI substantiation is critical.
